NOTA (★)(英文 日本の行政)(編集 国際行政学会東京会議組織委員会,発行 財団法人行政管理研究センター)(This book is published in commemoration of the 1982 Tokyo Round Table of the International Institute of Administration Sciences. The Tokyo Round Table to be held from 13th to 17th September is the first meeting in the history of the Institute to be convened in Asia. The institute, having celebrated its Fiftieth Anniversary in 1980, is now pursuing the goal of universalization. The Tokyo Round Table is a truly important step toward attainment of this goal ; and the Japanese National Section, as one of the constituent members of the host organizing committee , deems it a great privilege to have been able to take part in this far-reaching endeavor. The Tokyo Round Table is also an event of great significance to Japan as host country. Japan, having achieved after World War II an economic growth unparalleled in the world, now ranks high among major economic powers of the world. Today, her gross national product (GNP) accounts for more than ten percent of the total of the free world. In the course of her economic achievement, Japan became inescapably linked with international community. For instance, so-called ´trade frictions´ have developed with major industrial countries. Japan should of course respond positively to the demands of these countries, so long as they are deemed legitimate and equitable, and contribute to the maintenance of harmonius international economic relationships. However, among such demands directed to Japan are those which appear to be based on poor understanding or even misunderstanding particularly of the legal or administrative systems and practices of this country. ▼CONTENTS/1.Public Administration in Japan : History and Problems (Kiyoaki Tsuji, Professor, International Christian University)/2.Legal Framework of Public Administration (Ichiro Ogawa, Professor, Seikei University)/3.Cabinet and Administrative Organization (Isao Sato, Professor, Sophia University)/4.Public Corporations (Administrative Management Agency)/5.System of Civil Service (National Personnel Authority)/6.Staff Number Control (Administrative Management Agency)/7.Local Administration and Finance (Ministry of Home Affairs)/8.Relations between National Government and Local Government (Muneyuki Shindo, Assistant Professor, Senshu University)/9.Problems of Local Administration : The Case of Tokyo Metropolitan Government (Shinichi Nomura, Vice Governor, Tokyo Metropolitan Government)/10.Legislative Review (Cabinet Legislation Bureau)/11.Budgetary System (Ministry of Finance)/12.Administrative Inspection (Administrative Management Agency)/13.The State Audit System (Yasuo Maeda, Lecturer, Senshu University)/14.Administrative Guidance (Hiroshi Shiono, Professor, Tokyo University)/15.Outline of the System of Administrative and Judicial Remedies Against Administrative Actions (Ichiro Ogawa, Professor, Seikei University)/16.Administrative Counseling (Administrative Management Agency)/17.Data Processing in Government (Administrative Management Agency)/)
