NOTA (★)(Translated by James M. Vardaman/ It is said that Japan is currently experiencing its third opening to the outside world. However, in terms of importance, rather than the so-called second opening -which refers to the reforms following World War II- the more significant opening was that of the Meiji Restoration, initiated and carried out by the Japanese themselves. Consequently, as Japan today finds itself feeling trapped with a sense of despair, it is to the Meiji era that we should turn, and more than to anyone else, the person we should turn to is Fukuzawa Yukichi. With the general reader in mind, this volume brings together the results of the present-day research into the accomplishments of Fukuzawa as part of an overall appraisal of the man himself.[Excerpted from the foreword]./ ◆Kitaoka Shinichi was born in 1948 and studied at The University of Tokyo. He taught at Rikkyo University and his alma mater, while serving as Ambassador to the United Nations. Then he became a professor at the National Graduate Institute for Policy Studies, President of the International University of Japan, and Chairman of the Board of Nara Prefectural University. He is currently President of the Japan International Cooperation Agency [JICA]. He is Emeritus Professor of The University of Tokyo. Kitaoka served on many councils and advisory boards for Prime Ministers and Foreign Ministers, including Chair of the Japanese Scholars of the Japan-China Joint Historical Research Commission [2006-2009], Acting Chair of the Advisory Panel on Restructuring the Legal Basis of National Security [2013-14], Chair of the Advisory Panel on Japan´s National Defense and Security [2013], and Acting Chair of the Advisory Board for Looking Back on the 20th Century and Providing a Vision for the 21st Century [2015]. He has also been serving as Executive Director of Research at the Institute for International Policy Studies under former Prime Minister Nakasone Yasuhiro. He has published many books and received many awards including the Yoshida Shigeru Award [1996], the Suntory Award for Liberal Arts [1997], the Yomiuri´s Opinion Leader of the Year [1992], the Yoshino Sakuzo Award [1995], and the Imperial Medal with Purple Ribbon [2011]. He is a regular contributor to many newspapers and magazines.)
